A 23 year member of the West Orange Fire Department, Chief Smeraldo has been serving as Fire Chief since July of 2005. Credentials include Certified Public Manager, Fire Official, Fire Instructor Level II, N.J. Department of Criminal Justice Basic Arson Investigator, and Emergency Medical Technician. He attended numerous National Fire Academy programs, N.J State Police Haz-Mat Level 3 Technician, Eastern Kentucky University Fire, Arson, and Explosion Program. Chief Smeraldo worked as a Fire Instructor at the Morris County Fire and Police Academy, the Sussex County Fire Academy and N.J. Department of Personnel. He is currently serving as the President of the Essex County Fire Chief’s Association. Chief Smeraldo is married and has two sons. |

Chief Eaton is the Chief of the North Plainfield Fire Department. He is a 20 year member of the North Plainfield Fire Department and has been the Fire Chief since 2003. The department has a career staff of 24 and is supplemented by approximately 14 volunteers and 8 civilian EMTs. They protect the 2.8 square miles of North Plainfield with a population of 22,000. Besides full time fire protection, their services also include basic life support EMS during weekday hours. |

Chief Kevin Keddy |

Kevin Keddy began his career in the fire service with the Naval Air Engineering Center in Lakehurst. It was during his time at Lakehurst that his interest in advanced training was developed. On August 1, 1989, Kevin accepted a lateral transfer to the Naval Weapons Station at Earle as a firefighter. At Earle, he continued to work toward his ultimate goal and on July 1, 1991, he was sworn in as a Probationary Firefighter with the City of Asbury Park Fire Department (APFD).
In the APFD, Keddy held the positions of Firefighter/EMT, Apparatus Chauffeur, Captain, and Battalion Chief. On August 1, 2006, Keddy was sworn in as the Chief of the Asbury Park Fire Department.
As the Fire Chief, he is responsible for the overall direction and operation of the fire department. His responsibilities include working as part of the City Manager’s management team, budgeting and finance, strategic planning, organizational development, administration, personnel/officer development, personnel/operational policy, grant funding, community relations and customer service. He also serves as the Deputy Emergency Management Coordinator for the City of Asbury Park.
In his spare time, Chief Keddy likes to spend time with his family, and perform as a Piper with the Monmouth County Police and Fire Pipes and Drums. |

Chief Joseph Houck |

Joseph Houck is a 25 year member of the Summit Fire Department serving as Fire Chief/Director since April 2008. He began as an EMS volunteer with the North Ward First Aid Squad in Newark in 1976, then as a career EMT for the City of Newark and UMDNJ.
Chief Houck received an Associate in Applied Science degree from Union County College and is a graduate of the National Fire Academy’s Executive Officer Program. He is a Certified Public Manager, Level II Fire Instructor and Fire Official. Chief Houck has completed the FEMA APS and PDS emergency management certificates. |
